Counted from each registry’s own zone file rather than estimated, and written down every day so the change is visible too. A zone lists the domains that have been pointed at a nameserver, so these are lower bounds on what is registered — close, and never exact.

A zone file lists delegated domains. A name that is registered but never pointed anywhere is missing from it, and a name that has dropped can linger in a day-old snapshot — so these are the best available count and not an exact one.
